The same article says Delmarva's utility-side list includes an unnamed 1,200 MW New Castle County project that is highly likely to be Project Washington and was under review, but not submitted to PJM's large-load adjustment process because of the PSC moratorium. DNREC's Coastal Zone Industrial Control Board page separately lists a Decision and Final Order dated April 17, 2026 for Starwood Digital Ventures' appeal.
