KOB reported that the February MOU remains a six-month feasibility study, not a final development approval. The first phase would convert the former Kmart on Raton's south side into a data center using up to 5 MW at full capacity, with later phases adding infrastructure near a power station and the city airport; altogether, the concept could use up to 50 MW. City leaders delayed a temporary data-center moratorium vote until after the study period because of potential legal issues.
